Zonal Coordinators Office

The Office of the Zonal Coordinator serves as a supervisory body for all the Zonal Offices in the Ministry of Justice, Delta State.

This is to ensure greater control and monitoring of the work done in the zones. The Zonal Coordinator’s office receives monthly reports from each of the zones, which are reviewed to ensure the proper handling of court cases by state counsel.

The office also assesses the progress of each case and brings any challenges the zones may be facing to the attention of the Solicitor-General and Permanent Secretary, as well as the Honorable Attorney-General and Commissioner for Justice.

Functions
 The Zonal Coordinator’s office assists the performance of the zones by effectively evaluating monthly reports to identify areas for improvement.

Asaba Zonal Office

The Asaba Zonal Office can be found on Onwuka Ogbolu Street, Anwai Road in Asaba. The office is headed by a Zonal Head and has a team of thirteen (13) lawyers and one (1) support staff.

The office is responsible for handling civil cases in the Federal High Court, High Court and Magistrate Court within the Asaba Zone. Additionally, they are responsible for prosecuting criminal cases in the State High Courts, Federal High Court, and Magistrate Court within the zone.

The Ogwashi-uku Zonal Office of the Delta State Ministry of Justice is situated in the sprawling Obi Prof. Chike Edozien Secretariat off Maryam Babangida Expressway Asaba. We have a workforce of 9 Legal Officers and 2 Administrative Staff.

Jurisdiction of Ogwashi-Uku Zonal Office:

The Ogwashi-uku Zonal Office of the Ministry of Justice handles Criminal and Civil cases emanating from Ogwashi-uku Community, Ibusa Community and all the other surrounding and adjoining communities within Aniocha South and Oshimili North Local Government Areas respectively, of Delta State.

Agbor Zonal Office

The Agbor Zonal office is situated on the Amukpe/Uromi Road in Agbor, Delta State, Nigeria. The office comprises five legal officers and six supporting staff. It is responsible for handling both criminal and civil cases in the High Courts of Umunede, Agbor, High Court 4 Asaba, and High Court Ibuzo, as well as the Magistrate Courts in the jurisdiction.

FUNCTIONS:

– Prosecution of criminal cases for the Delta State Government at the High Courts and sometimes at the Magistrate Courts within the zone.
– Conducting civil cases for the Delta State Government at the High Courts and sometimes at the Magistrate Courts within the zone.
– Providing advisory services to the public.

Deputy Director/ Zonal Leader Agbor Zone

Ozoro Zonal Office

The Ozoro Zonal Office of the Ministry of Justice was established around 20 years ago to cater to the legal needs of Isoko North and South Local Government Areas in Delta State. The office is currently situated within the premises of the Board of Internal Revenue Complex, opposite Delta State University of Science & Technology in Ozoro.

FUNCTIONS:

The office handles civil cases that occur within their jurisdiction at the High Court of Justice in Oleh and Ozoro.

The office also prosecutes criminal cases at the High Court of Justice (Criminal Division) in Kwale, as well as some prescribed criminal cases at the Magistrates Court within Isoko North and South Local Government Areas.

The office is staffed with four law officers, including the Zonal Head and two support staff.

Otor-Udu/Otu-Jeremi Zonal office

The Otor-Udu/Otu-Jeremi Zonal office is located at the High Court premises in Otu-Jeremi High Court. The Zone handles cases in five different courts, namely: Otu-Jeremi High Court, Otor-udu High Court, Ughelli High Court, Effurun High Court, and Warri High Court.

The zone is responsible for handling criminal and civil matters that arise from two local government areas, namely Ughelli South and Udu Local Government area. Civil cases are heard in both Otu-Jeremi High Court and Otor-udu High Court.

The zone has a total of eleven legal officers and two non-legal staff.

Ughelli Zonal Office

The Ughelli Zonal office is located at No. 18 Itor-Iwhreko Road, Ughelli, which is the headquarters of Ughelli North Local Government Area in Delta State, Nigeria. This zone covers four Local Government Areas, including Ughelli North, Burutu, Bomadi, and Patani. The office is responsible for handling both criminal and civil cases from these areas. There are four High Courts in this zone, which are High Court I and II in Ughelli, High Court in Bomadi, and High Court in Agbarho.

Functions:
• Prosecution of criminal cases for the Delta State Government at the High Courts and sometimes at the Magistrate Courts within the zone.
• Conduct civil cases for the Delta State Government at the High Courts and sometimes at the Magistrate Courts within the zone. 
• Rendering of advisory services to the public.
• Conduct of cases at Special Mobile courts set up by the Chief Judge of the State for the enforcement of some Laws of Delta State, such as the Passengers Welfare Scheme laws of Delta State, Cap P1, Laws of Delta State, 2006.

Effurun Zonal Office

The Effurun Zonal Office is located behind the Chief Magistrate Court, Off High Court Road, within the Government Reservation Area (G.R.A), Effurun, in Uvwie Local Government Area.

The office has a total of 21 staff members, with 15 of them being Law Officers and the remaining 6 being Non-Legal Officers or Administrative Staff. The office serves as a Zonal Office of the Ministry of Justice and is responsible for handling all criminal and civil matters in Courts within its designated jurisdiction.

The zone covers seven (7) High Courts, which are High Court 1 – High Court IV in Effurun, High Courts in Orerokpe, Isiokolo, and Abraka. In addition, it also covers three (3) Magisterial Districts, which are the Magistrate Courts in Effurun, Ekpan, and Ebrumede, all of which are in the Uvwie Local Government Area.

Warri Zonal Office

The Ministry of Justice’s Warri Zonal Office is located on the premises of the Governor’s Office Annex in Edjeba, Warri South Local Government.

FUNCTIONS:

The office is responsible for handling criminal and civil cases within the Warri South Local Government area of Delta State, both at the High Courts and Magistrate Courts within the zone.

In addition to this, the office provides advisory services to the public and conducts cases at Special Mobile courts that have been established by the Chief Judge of the State for the enforcement of some laws of Delta State, such as the Passengers Welfare Scheme laws of Delta State, Cap P1, Laws of Delta State, 2006. The office covers four High Courts, a Federal High Court, and a Magistrate Court. Furthermore, the office assists in the recovery of possession of Government Properties and revenue recovery in tax matters.

Sapele Zonal Office

The Sapele Zone has jurisdiction over the following Local Government Areas:

1. Sapele Local Government Area (Sapele)
2. Ethiope West Local Government Area (Oghara)
3. Warri North Local Government Area (Koko)

The office follows directives from:

1. The Honourable Attorney-General and Commissioner for Justice.
2. The Solicitor General/Permanent Secretary.
3. The Director of Public Prosecution in Criminal Cases of High Court and Magistrate Courts in each of the jurisdiction covered by the zone.
4. The Director of Civil Litigations on Civil-related matters.
5. Other directives from Directors at the Headquarters.

Additionally, the office carries out the duties of the Public Defendant.

The staff strength of the Sapele Zonal Office is as follows:

– 12 legal officers
– 4 administrative staff

Zonal head of Orerokpe.

Orerokpe Zonal Office

The Orerokpe Zonal Office of the Ministry of Justice is located at the High Court Complex in Orerokpe, which is in the Okpe Local Government Area.

The office was previously closed because the High Court in Orerokpe was no longer handling criminal cases. However, following the Hon. Chief Justice’s directive that all High Courts should handle criminal cases, the Zone was recently reopened on June 4th, 2023, by the Permanent Secretary and Solicitor General, Mr. Omamuzo Erebe.

FUNCTIONS:

The Orerokpe Zonal Office handles cases in the courts covering Orerokpe, Isiokolo, Eku, and Abraka jurisdiction. The zone currently has four legal officers.

These officers are responsible for prosecuting criminal matters, handling civil matters, and performing other duties assigned to them from time to time.

Kwale Zonal Office

The Kwale Zonal Office of the Ministry of Justice is located on the Kwale/Ozoro expressway, near Akala junction in Kwale, Delta State.

The Zone consists of eight (8) members of staff, six (6) of whom are legal officers, and two (2) are non-legal officers.

FUNCTIONS:

The primary responsibilities of the zone include handling the prosecution of criminal cases and defending civil cases between ministries, departments, and agencies of the government (MDAs).

The zone is responsible for handling matters in High Courts 1 and 2 in Kwale, High Court Obiaruku, and various magistrate, revenue, and area customary courts in Ndokwa West and Ndokwa East local government areas. These courts have jurisdiction over both civil and criminal cases.

PATRICK AZUBUIKE OKOH

Issele-Uku Zonal Office

This zone was established to ease the prosecution of criminal cases and the defense of civil matters against the Delta State Government, its ministries, and other government agencies.

The Office is located at the Prof. Chike Edozien Secretariat, Mariam Babangida Road in Asaba. The zone comprises of eight members of staff, including six legal officers and two non-legal officers.

The legal officers in this zone are responsible for handling legal matters that arise in Akwukwu Igbo, Okpanam, Illah, Ugbolu, Issele-Uku, Onicha-ugbo, Onicha-Olona, Ezi, and Issele-Azagba. In addition, we cover the High Courts located in Asaba, Issele-Uku, and Akwukwu-Igbo.
