The Delta State Ministry of Justice is a statutory and service-oriented ministry which is crucial to the formulation of formidable legal instruments to drive the agenda and vision of the state government. The Ministry is saddled with the responsibility of advising the State in all legal matters. To promote and enhance justice for all, the rule of law, maintenance of law and order, the protection of citizens’ rights, good governance and overall stability of the state.  

The Chief Law Officer in the Ministry of Justice, is  the Attorney General and Commissioner for Justice. Next is the Solicitor General and Permanent Secretary, who serves as the Ministry’s Chief Accounting Officer. The Ministry consists of eighteen (18) departments/units and twelve (12) zonal offices across the state which are dedicated to meeting the state’s legal needs, and geared towards addressing the needs and interest of the people of Delta State. This site is featured to allow easy accessibility to the services that the Ministry provides and the best way to utilize our services.

Our Role

To render legal advice to Government Ministries Department and Agencies (MDAs). Drafting Bills and regulations. Drafting and vetting of Contractual Agreements and memorandum of understanding between the government and its contractors, international Agencies, and Multinational Corporations. Handling litigations by or against the government in all civil and Criminal matters. Performing functions of Administrator General and Public Trustee. Law Reporting, Review, Research and Publication.

To establish a Public legal service hub that prioritizes integrity, innovation, and merit, promotes the rule of law, and ensures access to justice for all.

Frequently Ask Questions

Complaints are made by way of written petition to the Ministry of Justice addressed to the Honourable Attorney General & Commissioner for Justice Delta State; stating the substance of the complaint in details accompanied by relevant document(s) of the wrong complained of. Such petitions are submitted at the Registry of the Ministry of Justice headquarters.

Where the Attorney General’s legal advice through the office of the Director of Public Prosecution, states that the evidence discloses a prima facie case against a defendant(s), the Attorney-General files and serves or direct the filing and service of a charge or information in accordance with the relevant law at the appropriate court that has jurisdiction to entertain the matter.

Any Petition to the office of the Honourable Attorney-General and Commissioner for Justice is not filed in courts but should be submitted at the Registry of the Ministry of Justice headquarters.

Attorney General

Ekemejero Ohwovoriole, SAN

 Honourable Attorney-General & Commissioner for Justice in Delta State. He is a Fellow of the Nigerian Institute of Chartered Arbitrators (NICARB) and a member of various organizations including the International Bar Association (IBA), Business Recovery and Insolvency Practitioners Association of Nigeria (BRIPAN), Chartered Institute of Taxation of Nigeria (CITN), and the NBA Section on Business Law (NBA-SBL). Additionally, he is a member of the Nigerian Norwegian Chamber of Commerce and the Asaba Chamber of Commerce, Industry, Mines and Agriculture (ASACCIMA).

Solicitor General/ Permanent Secretary

Omamuzo Erebe, SAN, MCArb.

A seasoned public sector lawyer with over 34 years of cumulative legal experience. Since joining the Ministry in 1993, he has served in several strategic leadership positions including Director of Public Prosecutions, Director of People’s Rights and Director of Legal Drafting. He has made notable contributions to justice sector reform in Delta State, especially through his leadership in the development and enactment of the Delta State Administration of Criminal Justice Law 2022 and the Administration of Civil Justice Law 2022.
A certified CEDR-Accredited Mediator and Member of the Nigerian Institute of Chartered Arbitrators (MCArb) he is also an active member of the Nigerian Bar Association Sections on Business Law (NBA-SBL) and on Legal Practice (NBA-SLP). He was conferred with the prestigious rank of Senior Advocate of Nigeria (SAN) in 2025. He remains committed to ethical governance, modern legal administration and the strengthening of justice delivery in Delta State.
